Chinese Mainland
Senior Superintendent Iu Wing-kan and Superintendent Li Hon-man led 28 representatives to participate in the 118th Mainland Study Programme at the Shanghai Police College between September 15 and 26. The Programme covered the latest Chinese Mainland policing strategy, Xi Jinping’s thought on the Rule of Law, “One Country Two System” and the Development of Hong Kong, etc. The delegation members also visited Taizhou to exchange with local police department and toured famous landmarks and historical exhibitions.
Kazakhstan
Senior Superintendent Lui Man-chap led a 12-member delegation to visit the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan (Almaty Academy) from September 23 to 27. This marked the first exchange since the signing of a Memorandum of Understanding between the Hong Kong Police College (College) and the Almaty Academy in June.
During the visit, the delegation toured the Almaty Academy, the Central Asian Regional Information and Coordination Centre, the Nauryzbay District Police Department, and the Canine Centre to learn about local training, forensic, anti-narcotics, and community policing strategies. Both parties engaged in exchanges on policing operations, professional development, and challenges faced by frontline officers. The delegation also participated in an international conference on combatting cyber fraud and was invited to attend the oath-taking ceremony for cadets of the Almaty Academy.
