After assuming office, Commissioner Chow Yat-ming and Director of Operations Lui Kam-ho took up the roles of Chairman and Vice-Chairman of the Force Working Group on Community Engagement (FWG). They had the seventh meeting with school sponsoring bodies at the Police Sports and Recreation Club on September 26, followed by the 11th meetings with the chairpersons of the Federations of Parent-teacher Associations (FPTAs) and associations of heads of schools of 18 Districts at the Police Officers’ Club on September 30 and the Police Headquarters on October 21 respectively.


The Commissioner was glad to see the FWG’s progress over the past five years, and thanked the education sector and parents for their long-standing support of the Force. He noted that FWG would build on the solid foundation in youth work and continue to collaborate with youth practitioners. He proposed incorporating sessions of visit to police units in one of the two twice-yearly meetings to facilitate the exchange between the participants and frontline officers. The Commissioner also introduced the latest edition of the Youth Crime Prevention Booklet (2025 Edition) to the participants.


Senior Superintendent Cheung Tin-lok from Crime Wing Headquarters also reported in the meeting the latest youth crime situation and introduced the Force’s crime prevention initiatives. Assistant Commissioner (National Security) (2) Kwok Ka-chuen gave a briefing on the Force’s efforts and achievements in promoting national security education and introduced the Police National Security Education Resource Kit. Commanding Officer of the Negotiation Cadre Liauw Ka-kei shared experiences and key points on handling school crises and promoted the latest bilingual edition of the Practical Guideline for Crisis Management at Schools.
