The Mandatory Reporting of Child Abuse Ordinance (Ordinance) will come into effect on January 20 next year. The Force’s Case Management and Investigation System (CMIS) has launched a new function that enables the Social Welfare Department (SWD) and the Police to communicate and coordinate through a dedicated electronic reporting platform for suspected serious child abuse cases. The new CMIS function will be implemented concurrently with the Ordinance, allowing frontline officers to directly refer serious child abuse cases reported by mandated reporters to the SWD for follow-up. Upon receiving referrals from the SWD, officers are required to take immediate action.


To support the rollout of the new function, the Family Conflict and Sexual Violence Policy Unit (FCSV), together with the Information Systems Wing (ISW), conducted a CMIS enhancement test at the Police College on September 15. The test focused on functions on the input of case details, instant interface with SWD, and provision of confirmation to reporters. Over 50 officers participated and provided feedback. Chief Superintendent of Crime Support Group Yu Hoi-kwan also attended and exchanged views with participants.


The training package, Code of Practice, P-TV training video, e-Course on the new functions of CMIS, Action Cards and FAQ related to the Ordinance have been released one after another.
