To continuously enhance the professional standards in crowd management and traffic diversion during mega events, the Kowloon East Region (KE) conducted an Advanced Event Mobility and Flow Simulation Course from November 24 to December 5. High-performing trainees from two foundational courses held in July and September this year were selected to join the course to enhance their theoretical knowledge and application capabilities in simulated practice.


The opening ceremony of the course was officiated by the Regional Commander of KE Dr Law Yuet-wing. Dean of Engineering of the Hong Kong University of Science and Technology (HKUST) Professor Lo Hong-kam, Senior Research Engineer Dr Wu Jiahui and his team, along with experts from Singapore, were invited to deliver joint lectures. The content of the course covered transportation system theory, flow analysis, and transportation planning. Trainees utilised simulation software to construct a computer model of Kai Tak Sports Park (KTSP) and the surrounding road networks, and to conduct detailed simulations based on data from past mega events.


During the course, the software simulated the situation when there were delays in the MTR Tuen Ma Line service during the dispersal of a mega event at KTSP, and trainees needed to formulate traffic contingency plans. By testing strategies such as adjusting traffic signals, optimising evacuation routes and police deployment, the trainees effectively forecast potential crowd bottlenecks and traffic congestion points, and proposed specific recommendations for improvement.


The simulation outcome by the trainees was endorsed by the expert team. The relevant research will serve as a key reference for traffic management, crowd dispersal and major incident response at the KTSP during mega events in the future.
