The Police Negotiation Cadre (PNC), upon invitation from the Criminal Investigation Police University of China (CIPUC), proceeded to Shenyang, Liaoning Province, to organise the fourth Crisis Negotiation Course from March 9 to 13. Assistant Commissioner (Support) Ng Chi-chung and Chief Superintendent Li Kwai-wah led an 11-member delegation to the place for teaching and exchange.
The five-day course covered foundational theories of crisis negotiation, case analysis, sharing of practical experiences, and simulated exercises. A session on handling suicide crisis in school was also added to the course to enhance participants’ capabilities in handling relevant incidents. CIPUC selected 35 undergraduate students in the field of counter-terrorism and anti-fraud to participate in the course. Six teaching staff of CIPUC also attended and exchanged ideas.
Secretary of the Party Committee of CIPUC Zhao Bin indicated that the course not only cultivated over a hundred professionals in the Chinese Mainland but also facilitated exchanges in the field of crisis negotiation between the police institutions in the Chinese Mainland and the Hong Kong Police, hence deepening police cooperation between the two places.
The course has provided training for a cumulative total of 208 CIPUC trainees since its first delivery in 2018.
