The Personnel Wing held the “Path to the Star Series: Mindset Transformation – Commander’s Perspective” workshop on March 31, drawing over 100 mentors and mentees. Through real cases and interactive dialogue, Chief Inspector Yip Sze-long guided the mentees to take on the role of an Inspector, transform from an executor to a decision-maker, learn to conduct situation analysis, assess risks, make judgement and take ownership of decisions.


Chief Inspector Wong Lung and Chief Inspector Wong Tung-pan then shared their management insights through analysis of practical scenarios covering personnel management, team operational efficiency and the handling of public order events, which enabled the mentees to tackle practical challenges from multiple perspectives. Mentees also gained insight into the key concerns and considerations of the management through simulated “Morning Prayer” session.


Since the launch of the new cohort of Junior Police Officer Development Programme in early 2026, Junior Police Officers Division of Personnel Wing, together with the seven Mentoring Cadres and collaborating Formations, has been working in close partnership to provide tailor-made developmental arrangements for junior police officers aspiring to advance to the Inspectorate. Under the theme of “Mindset Transformation” for the first quarter, during which over 60 developmental activities have been organised, a total of 730 officers have taken part.
