Kwai Tsing District (KWTDIST), in collaboration with the Emergency Unit and Police Tactical Unit of New Territories South, Counter Terrorism Response Unit, Fire Services Department, Home Affairs Department, MTR Corporation Limited and TIML MOM Limited, conducted an inter-departmental counter-terrorism and major incident exercise codenamed “WAYMAKER” on March 6. The Exercise took place at the lower deck of Tsing Ma Bridge and the View Platform.


The Exercise simulated several emergency scenarios during a carnival at the View Platform, including radicals attempting to disrupt the Airport Express Line operation, a car-ramming attack carried out by their accomplices at the View Platform resulting in multiple injuries, and an attempted assault on the people at the scene. During the Exercise, various units effectively deployed manpower for emergency evacuation and rescue operations, while drones were used to support tactical operations to thwart the radicals’ plans.


Nearly 100 mentees of the Police Mentorship Programme were invited to participate in the Exercise. Through role-playing, they experienced how to apply the advisories of “Run, Hide, Report” and “Spot and Report” to protect themselves and others during emergencies.


The Exercise fully showcased the coordination and response capabilities of different Force units and relevant stakeholders in handling terrorist incidents.
