On April 17, the Police College held a seminar titled “Spirit of Two Sessions 2026” for the Management Development Programme. Hong Kong members of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) Tsang Wai-hung and Lau Yip-shing were invited as keynote speakers. Commissioner Chow Yat-ming and the Force’s senior management, together with more than a hundred regular officers at the rank of Superintendent or above and their civilian equivalences, also attended the seminar.
Tsang Wai-hung first elaborated on the spirit of the 20th National Congress of the Communist Party of China. He said this spirit serves as an action guide for the country to realise the second centenary goal of building a great modern socialist country in all respects, and points the way for advancing national rejuvenation through a Chinese path to modernisation. He then introduced the main topics of the fourth session of the
14th National People’s Congress and the fourth session of the 14th National Committee of the CPPCC (Two Sessions) held in 2026, including the Government Work Report, the 15th Five-Year Plan, and the Law on Promoting Ethnic Unity and Progress.
Lau Yip-shing reviewed the work achievements of 2025 and explained the macro policy directions for 2026, which includes continuing the implementation of a more proactive fiscal policy and an accommodative monetary policy, and strengthening the coordination between reform measures and macro policies. He also talked about the new strategic positioning in five aspects set out in the 15th Five-Year Plan to build China into a strong nation in aerospace, energy, finance, agriculture and tourism. Finally, he cited the spirit of the Two Sessions and pointed out that Hong Kong must ensure the steadfast and successful implementation of “One Country, Two Systems”. As such, the Force needs to have a broader international perspective, and prioritise safeguarding national sovereignty, security and development interests in daily law enforcement and management work.
In conclusion, the two speakers encouraged all officers to deeply understand the spirit of the Two Sessions, particularly the strategic arrangements outlined in the 15th Five-Year Plan, and to translate national macro policies into concrete police actions. They stressed that the Force, as a main pillar in upholding the rule of law and maintaining social stability in Hong Kong, should continue improving its law enforcement capabilities, and proactively align with the country’s overall development priorities. By strengthening its own capacity, the Force can provide solid security for Hong Kong’s long-term prosperity and stability.
