Yuen Long District (YLDIST) and the District Fight Crime Committee (Yuen Long District) (YLDFCC) held the kick-off ceremony of “Project i-CAR” on April 17. The Project enhances the protection for motorcycles comprehensively through distributing “Smart Insurance Kit” which combines physical anti-theft locks with smart positioning devices to motorcycle owners in the district. The three major features of the Project include:
I. Assess the situation Take a proactive approach in the combat
A total of 113 vehicle theft cases were recorded in YLDIST last year, with motorcycles accounting for nearly 40 per cent. The majority were stolen from roadside or public metered parking spaces. YLDIST has arrested several persons and recovered dozens of stolen vehicles through intelligence-led operations last year. In 2026, the District even launched the “Project i-CAR”, providing proactive crime prevention support.
II. Digital policing Two-way approach
Starting from April 20, motorcycle owners in the district can scan the QR code on the promotion posters to apply for a “Smart Insurance Kit”, and will be given a set which consists of a motorcycle anti-theft lock and a smart positioning device after approval. “Project i-CAR” not only reinforces the crime prevention awareness of the owners, but also expedites the handling of missing motor vehicles cases by crime officers using real-time data provided by the positioning devices.
III. Police-community collaboration United in one heart
The Project received the support from YLDFCC, and was funded by the then Chairman Mr Chan Kin-yip, Vice-Chairman Mr Kwok Ho-nam, and members Mr Ng Hon-chung and Mr Tsui Yat-wah for the acquisition of over a hundred sets of “Smart Insurance Kit”, fully embodying the spirit of police-community collaboration.
