The Force has been actively strengthening its ethics governance system and sharing experience with law enforcement partners, contributing to mutual learning and collective progress under the “One Government” approach. From February 2025 to April 2026, the Service Quality Wing held a series of exchange meetings with the Independent Commission Against Corruption, Customs and Excise Department, Fire Services Department, Immigration Department and Correctional Services Department, introducing the Force’s practical experience in implementing the “Integrated Integrity Management Framework”, with emphasis on the Financial Screening Scheme and Drug Test Scheme.


Both measures receive widespread support within the Force, reflecting the collective commitment to upholding integrity culture, and embody the principles of “proactive identification” and “early intervention” to strengthen risk management and integrity culture cultivation through preventive mechanisms. The Financial Screening Scheme helps identify potential financial stress among personnel at an early stage, providing early warning and timely support; the Drug Test Scheme demonstrates a firm “zero tolerance” stance against drugs, continuously reinforcing professional conduct and disciplinary culture.


Representatives from other disciplinary services also shared their experiences and challenges in implementing integrity measures, unanimously agreeing that regular exchanges help continuously optimise ethics governance strategies. They also expressed appreciation for the Force’s sharing, finding it enlightening and providing a valuable reference and good practice for their integrity management work.


The Force will continue to maintain close liaison with law enforcement partners, mutually learn from good practices and optimised measures, and jointly enhance the effectiveness of ethics governance.
