Global Fraud Summit
Commissioner Chow Yat-ming led a delegation, as part of the national delegation headed by the Deputy Director General of the Criminal Investigation Department of the Ministry of Public Security Mr Zhu Lei, to attend the Global Fraud Summit 2026 held in Vienna, Austria on March 16 and 17. Co-organised by the United Nations Office on Drugs and Crime and INTERPOL, the summit brought together representatives from law enforcement agencies, international organisations, the private sector and academia from around the world to engage in in-depth discussions on topics such as combatting cross-border fraud, international cooperation, and the use of technology to counter fraud.
At a forum, the Commissioner gave a detailed overview of the collaborative initiatives established by the Force in recent years to combat fraud. He also cited related enforcement accomplishments and statistics to demonstrate the Force’s efforts in preventing and tackling scams, and intercepting crime proceeds. The panelists noted that the Force’s measures merit dissemination and promotion internationally.
At another panel discussion of the summit, Chief Superintendent of the Commercial Crime Bureau Wong Chun-yue shared Hong Kong’s experience in establishing the Anti-Deception Coordination Centre, and discussed with other panelists on how anti-deception centres worldwide can adapt to evolving fraud tactics by continuous development.
MTX 2026
The Commissioner led a delegation to Singapore, from April 27 to 29, to attend MTX (Milipol TechX Summit) 2026, and to sign a Memorandum of Understanding (MOU) with HTX (Home Team Science and Technology Agency) of the Republic of Singapore to strengthen cooperation in science and technology in the field of public safety.
The delegation attended the MTX 2026 on April 28 and engaged with the international public safety community to better understand innovative and emerging technologies to enhance public safety. The delegation attended keynote sessions and panel discussions on various topics and visited key exhibitions showcasing the latest innovations in public safety.
During the summit, the delegation met with the Commissioner of the Singapore Police Force Mr How Kwang-hwee and the Inspector-General of the Royal Malaysia Police Mr Dato' Sri Haji Mohd Khalid Ismail. The delegation also engaged with international experts and technology professionals across the public safety ecosystem.
On the same day, the Commissioner also met the Chief Executive of HTX Mr Chan Tsan. Following the meeting, both sides signed an MOU to strengthen cooperation in leveraging innovative technologies to advance public safety.The MOU provides a broad framework for cooperation in areas of mutual interest.
INTERPOL Heads of NCB Conference
Director of Crime and Security (D C&S) Chan Tung led a delegation to Lyon, France from April 8 to 10 to attend the INTERPOL Heads of National Central Bureaus (NCBs) Conference.
In the conference, D C&S said that, in the face of increasingly severe cybercrime challenges, it is essential to adopt a technology- and intelligence-led approach, complemented by public-private partnership and international collaboration, to build a comprehensive defence framework.
In addition, D C&S held meetings with representatives from countries including Switzerland, Thailand and Indonesia, as well as with heads of INTERPOL’s internal oversight bodies. They exchanged views on various issues.
