In response to a training request from the Personnel and Training Bureau of the Ministry of Public Security, the Police College invited Chief Superintendent Liauw Ka-kei and Fang Chi-kin to serve as guest speakers for a lecture to 39 trainees of a training course for newly appointed directors of municipal public security bureaux at the People’s Public Security University of China between April 29 and 30.
Under the topic “On-site Management of Major Public Events – Drawing ‘Operation TIDERIDER’ as the background’,
Liauw Ka-kei and Fang Chi-kin drew upon theory, operational deployment, and first-hand experience to provide the trainees with an in-depth analysis of Hong Kong’s historical context and social landscape, as well as shared the challenges faced by the Force between 2019 and 2020, along with the corresponding strategies.
The trainees actively participated in the Q&A session throughout the course, fostering an in-depth discussion and exchange with the speakers on the similarities and differences between Hong Kong and the Chinese Mainland in handling major public events.
