Commissioner visits Netherlands and Switzerland
From June 6 to 9, Commissioner Chow Yat-ming led a delegation to The Hague, the Netherlands to participate in the 19th Pearls in Policing Conference. With the theme of “Charting the Horizon: Law Enforcement Leadership in the Next Era”, the conference brought together law enforcement leaders from 18 countries, regions and international organisations and academic for in-depth discussions.
Senior Superintendent of the Financial Intelligence and Investigation Bureau (FIIB) Hung Hiu-wai represented the Force in the International Action Learning Group of the conference. Between November 2025 and June 2026, she attended seminars in Poland, Australia and the Netherlands, and engaged in discussions, field visits and group work together with representatives from overseas law enforcement agencies and organisations.
Subsequently, from June 10 to 11, the Commissioner led the delegation to Switzerland, during which they visited the Money Laundering Reporting Office Switzerland (MROS). The delegation also met with, among others, the Head of the MROS
Mr Anton Brönnimann; the Head of the Economic Crimes Division of the Swiss Federal Police
Mr Yanick Favre; the Head of INTERPOL National Central Bureau Switzerland Mr Charles Marchon; and the Head of the Economic Crimes Division of the Zurich Cantonal Police Ms Tanja Fuchs.
Both sides had in-depth discussions on opportunities for cooperation in financial investigations, and explored ways to strengthen intelligence exchange and professional collaboration. They also exchanged views on combatting cross-border money laundering activities, enhancing law enforcement effectiveness, and addressing emerging fintech-related crimes.
During the visit to Switzerland, Chief Superintendent of the Cyber Security and Technology Crime Bureau
Lam Cheuk-ho and the delegation also visited and met with representatives from the Zurich Information Security and Privacy Center, the Swiss Support Center for Cybersecurity, and the Department of Computer Science of ETH Zurich. The delegation gained a deeper understanding of ETH Zurich’s contributions to Switzerland’s cybersecurity framework, and the academic insights shared would be beneficial to the Force’s continued development in cybersecurity.
CCB attends INTERPOL meeting
Officers from the Anti-Deception Coordination Centre (ADCC) of the Commercial Crime Bureau (CCB) were invited by INTERPOL to present the innovative operational model of the ADCC at the conclusion meeting for Operation FIRST LIGHT. Held in Kunming, China from June 2 to 3, the meeting brought together over a hundred law enforcement representatives from around the world.
During a panel discussion, Chief Inspector Wan Pui-yee of the CCB engaged in in-depth exchanges with representatives from Malaysia and Thailand on the development of anti-scam centres across different countries. Additionally, Senior Inspector Yeung Nga-yung of the CCB elaborated on Hong Kong’s enforcement achievements and analysed the latest modus operandi of scam syndicates.
Funded by the Ministry of Public Security, Operation FIRST LIGHT was conducted between January and April. Coordinated by Superintendent Lo Chung-wong, who is now seconded to INTERPOL General Secretariat in Lyon, France, this operation achieved unprecedented results in terms of participating countries, global arrests, and the total value of illicit assets intercepted and frozen. As a core participating jurisdiction, the Hong Kong Police Force’s efficient financial interception capabilities and rapid intelligence sharing played a vital role in the operation, effectively disrupting cross-border flow of illicit funds.
College attends International Policing Forum
Deputy Director (1) of the Police College (College) Tsang Fan-kwok led a delegation to Beijing between May 29 and June 1 to attend the 14th International Policing Forum hosted by the People’s Public Security University of China (PPSUC).
The forum, themed “Capacity Building for Cybercrime Governance and Talent Development”, brought together representatives of law enforcement agencies, police academies and international organisations from various countries and regions. Representatives from INTERPOL and the United Nations Office on Drugs and Crime also attended. Participants engaged in in-depth exchanges and shared experience on multiple topics. A representative of the Force also shared the overall strategy and experience in combatting virtual asset-related crimes.
During the visit, Tsang Fan-kwok paid a courtesy call on President of the PPSUC Mr Wang Yi. They exchanged views on police talent training as well as teaching and learning collaboration, and explored ways to strengthen cooperation between the two police academies in professional training and academic exchanges.
MAR hosts GBA Maritime Law Enforcement Agencies Annual Exchange Meeting
Marine Region (MAR) hosted the 2026 Greater Bay Area (GBA) Maritime Law Enforcement Agencies Annual Exchange Meeting from May 27 to 29.
Representatives from law enforcement agencies of Guangdong, Macao and Hong Kong shared their maritime enforcement strategies and tactics, as well as technology and experience in combatting cross-boundary illegal activities. Participants also visited Marine Port District and Marine Outer Waters District.
The event concluded with a luncheon hosted by the Director of Operations (D OPS) Lui Kam-ho and Regional Commander of MAR Fung Siu-lan. Representatives from the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region, the Chinese People’s Liberation Army Hong Kong Garrison, as well as various law enforcement agencies from the GBA and local government departments were also invited to attend.
In his remarks, D OPS highlighted that the collaboration agreement signed between MAR and the Guangdong Coast Guard last year has established a mechanism for closer collaboration. He also pointed out that as Hong Kong will host a number of major international events this year, regional collaboration will be especially important, and the Force will spare no effort to ensure their smooth conduct. Finally, he expressed gratitude for the longstanding support from law enforcement agencies in the Chinese Mainland and Macao, and reaffirmed that the three regions will continue working together to tackle the increasingly complex maritime security challenges.
