NTS
The New Territories South Region (NTS) held an inter-departmental major incident exercise codenamed “BRIGHTTORCH” on June 11 with the Fire Services Department (FSD), Hospital Authority, Government Flying Service (GFS), Customs and Excise Department (C&ED), Immigration Department (ImmD), Department of Health, Civil Aviation Department, Transport Department, Highways Department, the Hong Kong-Zhuhai-Macao Bridge (HZMB) Shuttle Bus (Hong Kong) Company Limited, the operator of the Hong Kong-Zhuhai-Macao Port and Hong Kong Association For Conflict & Catastrophe Medicine on HZMB Hong Kong Link Road.
The exercise simulated a serious traffic accident involving collision among multiple vehicles which resulted in numerous casualties and vehicle fires. Officers from various departments swiftly arrived at the scene to launch rescue operations and set up a command post and a casualty triage station. Officers from the ImmD as well as the C&ED also sped to the scene to facilitate the immigration clearance and customs procedures for injured persons returning to Hong Kong. During the exercise, the Force deployed a drone to provide real-time information to the command post, enhancing rescue efficiency.
HZMB is Hong Kong’s major infrastructure and cross-boundary transport network. Through this exercise, the Force sought to strengthen the response capabilities of the departments and units to major incidents, as well as enhance communication, coordination and operational effectiveness.
MAR
Marine Region (MAR) conducted an inter-departmental counter-terrorism (CT) exercise, codenamed QUICKBLADE 2026, at Tai Lei Island, Peng Chau on May 20. The exercise was also a crucial part of the 19th Incident Command Course organised by the Operations Wing.
The exercise simulated a terrorist incident involving indiscriminate attacks and extreme terrorism, resulting in multiple casualties. Participating units swiftly arrived at the scene, establishing a command post and providing treatment to the injured. The FSD and GFS also provided support to manage the situation. Various CT tactics and incident command systems were deployed during the exercise, fully testing the command capabilities and interoperability of all participating units.
The exercise involved multiple Government departments, volunteers from the Project Torch and other departments also provided full support to ensure the smooth conduct of the exercise.
