Spanning approximately 1.1 hectares, the five-storey Chek Lap Kok Operational Base at Hong Kong International Airport has entered its final construction stage, with the site scheduled for handover on June 30. The Base will significantly enhance the operational efficiency and counter-terrorism response capabilities of Airport District (APTDIST), in particular the Airport Security Unit. The strategic location of the Base enables the Force to respond swiftly to emergencies, potential terrorist threats, or major incidents within the airport, safeguarding Hong Kong’s status as an international aviation hub.


The Base introduces a variety of professional facilities, including an indoor L-shaped moving-target firing range, a tactics training centre, and an assault course designed for specialised units, aiming to further elevate their operational readiness. To ensure that all facilities and interior fittings of the Base meet the highest standards, Director of Finance, Administration and Planning Chan Chun-tak, together with Chief Superintendent of the Planning and Development Branch Lee Nga-lai, led a team for a final site inspection in May.


Since the Legislative Council approved a funding allocation of $1,866.6 million in 2020 for the project, the engineering and project teams have faced numerous difficulties, including the pandemic, coordination with the expansion works for the Three-Runway System, and stringent controls over works in the airport restricted area. From initial architectural planning and mid-term structural, mechanical and electrical works to recent system installations and internal infrastructure arrangements, each phase has been highly demanding. The Planning and Development Branch and APTDIST have worked closely together with the Airport Authority Hong Kong, the Architectural Services Department and other stakeholders to overcome all the challenges.


The completion of the Base fully demonstrates the Force’s commitment to excellence and its unwavering determination to ensure that Hong Kong remains one of the safest cities in the world.
