Commissioner Chow Yat-ming led a delegation to Antwerp, Belgium, from June 23 to 26 to visit various units of the local Police Department. The visit aimed to strengthen the bilateral collaboration in policing and enhance exchanges on the application of technology in modern law enforcement.


During the visit, the delegation paid a courtesy call on the Chief of Police of Antwerp Mr Serge Muyters; Deputy Chief of Police Mr Glenn Verspeet; Director of Operations Mr Carlo Neyt; Deputy Head of Intelligence and Innovation Department
Mr Geert van Herbruggen and Chief of External and International Relations, Protocol Mr Karl Heeren and other officials.


The delegation carried out an on-site inspection to see the policing operations in Antwerp. The Antwerp Police Department has integrated its organisation and resources over the past decade and established a new technology department for developing technological solutions for use within the force and integrating into modern policing and training models. The delegation explored with the Antwerp Police regarding application of artificial intelligence in crime trend analysis, and exchanged views on more forward-looking and proactive crime prevention strategy for enhancing policing efficiency and risk management capabilities.


The delegation visited the local police’s new technological facilities, including the Virtual Reality Training Center used to train police officers in handling different emergencies. The delegation also interacted with the local police’s technical personnel to learn how they integrate big data to analyse crime trends and crime blackspots as well as to optimise the deployment of police officers. The Commissioner also introduced the smart policing initiatives implemented by the Force, and shared how the Force leverages technology to enhance operational efficiency and service quality.


In addition, the delegation paid a courtesy call on the Acting Mayor Mrs Elisabeth van Doesburg at Antwerp City Hall. Both sides expressed their aspirations to further strengthen cooperation in areas such as artificial intelligence applications, training collaboration, and technological innovation, as well as to address policing challenges under new circumstances together.
