In preparation for multiple major international conferences to be held in Hong Kong this year, the Force, in collaboration with various government departments and relevant organisations, conducted a large-scale inter-departmental exercise codenamed "SECUREWALL" at Hong Kong International Airport and Tung Chung from June 16 to 17.
To ensure the smooth arrival of the delegations attending the 94th INTERPOL General Assembly scheduled for the end of this year, the first part of the exercise focused on guest reception and traffic coordination. In close cooperation with the Customs and Excise Department (C&ED), the Immigration Department (ImmD), and the Airport Authority Hong Kong (AA), the dedicated liaison officer teams for the General Assembly received and guided the delegations throughout, enabling efficient customs and immigration clearance. The exercise also included practical tests of courtesy vehicle coordination and simulated contingency deployment plans for various unexpected situations to ensure that delegations from around the world could arrive at their destinations smoothly and safely, thereby demonstrating Hong Kong's excellent reception capabilities.
Other major international conferences to be held in Hong Kong later this year include the Asia-Pacific Economic Cooperation Finance Ministers' Meeting 2026 and the XXVIII Association of National Olympic Committees General Assembly - Hong Kong, China 2026. Therefore, the exercise also encompassed counter-terrorism and major incident response drills, simulating armed terrorists attacking people and placing suspicious objects inside a passenger terminal at the airport, as well as knife attacks and a large-scale power outage at a large shopping mall in Tung Chung. Various departments swiftly activated their emergency response mechanisms, comprehensively testing the coordination capabilities in areas such as immediate tactical intervention, emergency response, triage and emergency medical treatment of casualties, handling of suspicious objects, response to power failures, and management of affected persons.
The exercise mobilised over 1 400 personnel from various government departments and relevant organisations, including the Force, the Fire Services Department (FSD), the Hospital Authority, the C&ED, the ImmD, the Civil Aviation Department, the AA, and the Aviation Security Company Limited. Commissioner Chow Yat-ming observed the exercise on site, and commended the professional performance and collaboration of all participating units.
As an international metropolis, Hong Kong must maintain a high state of vigilance amidst the complex and volatile global landscape. Through this comprehensive exercise, various departments have further refined collaboration and contingency protocols, making every effort to ensure meticulous preparations for the upcoming major international events.
