The seminar on “National Blueprint, Policing Foresight - Implications of the 15th Five-Year Plan to Policing Planning” was held at the Police Headquarters on July 10. Commissioner Chow Yat-ming and over 60 directorate officers participated in the event.
In alignment with Hong Kong’s first Five-Year Plan and drawing on the macro deployment of the National 15th Five-Year Plan (15th Five-Year Plan), the seminar enabled participants to gain a deeper understanding of the formulation process and key directions of Hong Kong’s plan, and had concrete discussion on the role and positioning of the Force.
Tenured Professor of the School of Public Policy and Management of Tsinghua University Professor Wang Yahua, was invited as the keynote speaker.
Professor Wang provided a comprehensive elaboration of the formulation process and key directions of the 15th Five-Year Plan, and shared its relevance to Hong Kong’s Five-Year Plan and the Force’s medium- to long-term planning. He also analysed how the Force can, at the current stage of formulating the current Hong Kong’s
Five-Year Plan, leverage its own professional strengths from the perspective of the national overall deployment, and have regard to the local actual circumstances to achieve more effective alignment and synergy effect.
The seminar not only offered deeper policy insights for the Force’s management, but also further consolidated a shared understanding of their roles and responsibilities under the relevant planning. Participants concurred that the Force had to take both the 15th Five-Year Plan and Hong Kong’s first Five-Year Plan as key frameworks, as well as incorporate public safety and reinforce the city’s resilience into its medium- and long-term work plans. Looking ahead, the Force will continue to proactively align with overall national development and play a more pivotal role.
