On June 28, the Police College (College) and the School of Public Policy and Management (SPPM) of Tsinghua University signed the third Memorandum of Understanding (MoU) at Tsinghua University, continuing the collaboration on the Executive Master of Public Administration (EMPA) Programme.


Witnessed by Director of Personnel and Training Choi Chin-pang, the then Acting Director of the College Choi Tung-tsoi and Vice Chancellor of Tsinghua University Council Professor Yang Bin signed the MoU on behalf of both institutions. Over the next three cohorts, both parties will recruit officers from the Force and other disciplined services through targeted admission.


The signing of the MoU not only deepens the vision and mission of the partnership, but also marks a new milestone in the collaboration. Moving forward, both sides will continue to cultivate more future pillars for Hong Kong’s disciplined services, who possess a strong understanding of national and local affairs, frontline experience and insights into public governance.


Since its inception in 2021, the programme has enrolled over 170 students across six cohorts. The graduation ceremony for the third cohort, with 31 graduates completing their two-and-a-half years of studies, was held on the same day as the signing ceremony. Past graduates have achieved recognition in both academic and professional fields, winning awards such as the National Outstanding MPA Thesis Award, the Tsinghua University Outstanding Master’s Thesis Award, and the SPPM Outstanding Thesis Award.


Recruitment exercise for the seventh cohort will commence in September. Details will be announced on Force Notice Board. Interested and eligible officers are welcome to apply.
