The Cyber Security and Technology Crime Bureau (CSTCB) advanced “EduS@fe” in the second quarter to foster
cross-sector collaboration through liaising with educational technology and cybersecurity professions, higher education as well as primary and secondary school sectors. The programme tackles the issue from three aspects to enhance the education sector’s capabilities in preventing, identifying and responding to cybersecurity risks.
Cybersecurity Infrastructure in Schools
CSTCB collaborated with the Digital Policy Office, the Hong Kong Internet Registration Corporation Limited, the Association of I.T. Leaders in Education and PwC
Hong Kong’s DarkLab to develop the Cybersecurity Guidebook for Schools in Hong Kong (Guidebook) which provides practical guidance on governance, risk management, system and data protection, as well as incident response for schools.
Empowering Teachers in Cybersecurity
CSTCB went to the University of Hong Kong and
Hong Kong Baptist University in June for sharing insights into cyber threats brought by Artificial Intelligence (AI), prevailing cybersecurity challenges, incident response enforcement experience and proactive defence strategies, as well as conducting in-depth exchanges with the higher education sector and information technology personnel in the universities.
Education on Cybersecurity for Students
CSTCB joined the “Learning & Teaching Expo 2026” held in June, and introduced the Guidebook, the CyberDefenders’ Alliance Card Game and diversified cybersecurity educational resources to participants, as well as organised a thematic talk on cyber risks brought by AI and protective strategies. CSTCB also joined the opening ceremony of the “Summer TechEd Fest 2026” organised by the HKPC Academy, and conducted interactive exchanges with students, teachers and parents.
