Shanghai Police College
Senior Superintendent Lam Wing-ho and Superintendent Lam Chi-hang led a 28-member delegation to attend the 122nd Mainland Development Programme at the Shanghai Police College (SHPC) between June 1 and 12.
The 12-day course covered topics such as President
Xi Jinping’s concept of governing the country according to law, the latest developments of policing in Chinese Mainland, and measures to combat telecommunications fraud. The course content exemplified the concepts of law-led governance, technological empowerment, and source prevention, which are highly valuable for the Force’s professional law enforcement. In addition, the delegates visited several national-level museums and historical and cultural heritage sites, further strengthening their national pride and sense of belonging to the country.
China Executive Leadership Academy, Jinggangshan

Tse Yu-ngai led a delegation of 14 Force officers and 23 members from various disciplined services to attend the Mainland Development Programme at the China Executive Leadership Academy, Jinggangshan (CELAJ) between May 16 and 22.
The programme included thematic courses and experiential teaching sessions conducted by professors from the CELAJ, covering key topics such as national overall development, national security, and the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. In addition, the delegates visited the Jiangxi Provincial Public Security Department, where they engaged in discussions to learn about the professional development of policing in Chinese Mainland and the current status of Jiangxi-Hong Kong collaboration, while also participating in exchanges and experience sharing across multiple fields.
