Acting Senior Superintendent of the Service Quality Wing (SQW) Leung Chi-hang was invited to Macao on July 3 to attend a seminar on “Building a Culture of Integrity in Policing in the New Era” organised by the Academy of Public Security Forces. As a keynote speaker, Leung Chi-hang delivered a presentation on “The Evolution and Experience of Integrity Governance in the Hong Kong Police Force” during the seminar, sharing the Force’s practical experience in promoting an integrity culture, enhancing oversight mechanisms and strengthening accountability systems. He also explored ways to continuously improve officers’ awareness of integrity and professional ethics through institutional development, as well as education and training.
The seminar brought together experts and scholars from the Communist Party of China Central Commission for Discipline Inspection, the National Commission of Supervision, the Hong Kong Police Force, the Macao Commission Against Corruption and the Macao Public Security Police Force. During the seminar, speakers conducted in-depth discussions on topics such as integrity culture development, risk prevention and control mechanisms, internal monitoring systems and disciplinary management. They also exchanged views on how to strengthen institutional frameworks and
cross-departmental collaboration, with the aim of enhancing officers’ awareness of integrity across relevant agencies worldwide. The seminar attracted over 170 participants in person and more than 1 000 online viewers. Experts from the Chinese Mainland, Hong Kong and Macao shared their insights on both theoretical and practical aspects of integrity governance, thereby deepening participants’ understanding of the latest trends and challenges in this field.
