Commissioner Chow Yat-ming and the Chief Executive of the Hospital Authority (HA) Dr Libby Lee signed a Memorandum of Understanding (MoU) on August 25, marking the establishment of a strategic partnership between the two parties. The MoU aims to leverage their respective professional strengths and deepen collaboration in medical support for counter-terrorism responses and major incident emergencies.


The MoU outlines the cooperation framework for a new medical management committee jointly established by the Force and the HA. Key areas of focus include conducting joint medical operations in high-risk environments, enhancing the advanced first-aid capabilities of tactical units, and providing accreditation and quality assurance for related training.


Additionally, the Counter Terrorism Response Unit and the Fire Services Department’s Special Support Unit conducted on the same day a demonstration exercise simulating the evacuation of casualties from danger zones to safe locations, providing an operational reference for formulating on-site handling procedures between the Force and the HA in the future.


The Force and the HA will continue to deepen their cooperation, upholding a shared vision to strengthen preparedness and response capabilities against emergencies and terrorist threats.
