The Police College held a Knowledge Management event “Senior Leader Exit Debriefing Series” on September 15. The then Deputy Commissioner (National Security) (DCP NS) Kan Kai-yan was invited for exchanges with over a hundred officers, passing on his policing wisdom and insights.

The then DCP NS served in various units during his 35-year policing career. He handled various kinds of processions and assemblies, and personally experienced the evolution of the social landscape and policing work. He was pleased to see that social order was restored after the promulgation and implementation of the Hong Kong National Security Law, which also gave the Force a legal basis to follow and greater confidence and solid foundations in law enforcement work. He said that safeguarding national security was always the primary duty of officers, and encouraged them to continue doing their best in the relevant work.

The then DCP NS also shared his management philosophy: “Keep it Simple.” He advocated a pragmatic approach that removes unnecessary paperwork and streamlines workflows, and encouraged officers to have the courage to seek changes to enhance administrative and operational efficiency. He pointed out that “national security” and “leveraging technology” were the two core directions for the future development of the Force. Finally, he highlighted the importance of teamwork, and stressed that the resilience and professionalism displayed by officers in their work had enabled the Force to repeatedly achieve outstanding results.
