The Public Relations Wing (PR Wing) released a new youth crime prevention booklet, Decoding Traps: A Guide for Teachers and Parents, on September 23. Commissioner Chow Yat-ming; Senior Superintendent (Media Liaison and Support) of the PR Wing Ng Chui-ting; President of the Education University of Hong Kong (EdUHK) Professor Lee Chi-kin; and Deputy Executive Director of the Hong Kong Federation of Youth Groups (HKFYG) Mr Chan Man-ho attended the press conference.
The Commissioner hoped that crime prevention work would serve as the first line of defence in safeguarding young people, preventing them from realising the mistakes they made only after being arrested. He added that instilling proper values in the younger generation not only helps prevent youth crime but also teaches them how to avoid becoming victims. Crime prevention education requires the concerted efforts of schools, families, the community and professional bodies.
Ng Chui-ting said that the booklet focuses on four major areas: quick cash crime, online sexual grooming, violence and bullying, and emerging drugs. Using real-life cases, each topic reminds teachers and parents that relevant traps may already be hidden around their students or children. The booklet also features a “Debunking Myths” section that addresses common misconceptions with correct information. The booklet was published in both Chinese and English for the first time, further extending its reach to non-ethnic Chinese communities.
Formerly titled Youth Crime Prevention Booklet, the booklet has been renamed Decoding Traps: A Guide for Teachers and Parents. With “decoding traps” as the theme, the new title highlights its new positioning with a strong emphasis on prevention, identification and positive guidance. A total of 20 000 copies of booklet are being distributed to over 1 100 schools across Hong Kong, 20 school sponsoring bodies and more than 200 youth centres. The public may also borrow the booklet from public libraries or access it on the websites of the Hong Kong Police Force and the Education Bureau.
