The Cyber Security and Technology Crime Bureau (CSTCB) held the Major Events Tabletop Exercise cum CyberSecurity Seminar codenamed “SHININGCROWN” on September 29, which aimed to enhance the cyber resilience, incident reporting coordination, and immediate response capabilities of relevant stakeholders. More than 100 representatives from 36 government departments, organisations and institutions participated in the event.

Chief Superintendent of CSTCB Lam Cheuk-ho said in his speech that Hong Kong is committed to advancing the development of the convention and exhibition industry, and will soon host a number of major international conferences and large-scale events in celebration of the 30th anniversary of its return to Chinese Mainland. Hong Kong must reinforce its cybersecurity defence to ensure that these events are conducted safely and orderly.

Representatives from the CSTCB, the Digital Policy Office and the industry shared local and overseas cases and practical approaches, covering cybersecurity threat intelligence as well as cybersecurity planning and incident response experiences at various stages when the Government and suppliers prepare for international conferences or major events.

The tabletop exercise simulated a multi-incident scenario. From the early preparation stage to the actual event period of a conference, organisers and relevant stakeholders encountered incidents such as phishing and fraudulent websites, hijacking of official websites or related webpages, unauthorised alteration to outdoor digital display screens, supply chain security issues, dissemination of disinformation using deepfake technology, and cyberattacks on critical infrastructure. All participating units conducted incident analysis and assessment, multi-agency reporting, coordinated decision making and recovery operations, with a view to better understanding the potential impacts of different attacks and the corresponding response processes.
