Policing in Hong Kong
-everyone's opinion counts


In the second half of 1999, the Force commissioned a survey asking the public for their opinion on its performance.

Some 1,547 people throughout Hong Kong were chosen at random and interviewed by telephone. The survey was independently conducted by the University of Hong Kong and all respondents were guaranteed total confidentiality.

This page contains a summary of the key findings.

The Force will use them as a basis to monitor and measure its performance. The results will also help Police identify opportunities and challenges in its quest to continuously improve services to the community and to enhance its communication with the public.

Safe in the daytime......

  • 78% of the public said they felt either very safe or safe in the daytime
  • 7.2% felt quite unsafe
  • 0.3% felt very unsafe
  • 10% felt half and half
  • 4.5% expressed no opinion

    ...... but less so at night

  • Only 37.4% felt very safe or quite safe at night
  • 18.9% felt quite unsafe
  • 4.1% felt very unsafe
  • 28.3% felt half and half
  • 11.3% expressed no opinion
