Singapore study boosts ties

The Force's close ties with Singaporean police may be boosted further through more bilateral training exchanges.

Deputy Commissioner of Police (Management) Tsang Yam-pui led a delegation of seven senior Force staff for a study visit to the city-state's force from April 17 to 20.

He said the visit was highly informative and productive with the Singaporeans sharing their experience in corporate planning, information technology strategy and development, organisation-learning concepts, performance measurements, personnel management and training.

Mr Tsang said the trip provided scope for the development of closer ties between the two forces through more bilateral training.

"We covered a wide range of police-management issues within a short time and with the help of the Singapore officers, we were able to explore each issue in reasonable depth. Most importantly, although there is great similarity in our two policing systems, we concluded every day of our visit with the feeling we had learnt something new," Mr Tsang said.

"When their delegation recently came to Hong Kong they made a proposal to formalise the training exchange programmes between our two forces. After this visit to Singapore, I feel there is definitely scope for such an arrangement and this will be pursued further."

The delegation also visited the Clementi Police Division Headquarters to observe their policing and resources management.

Mr Tsang said with the similarities between the two policing systems, it was easy for the Hong Kong and Singapore forces to "compare notes" and learn from each others' good practices.

"In the area of performance measurements, Singapore has developed a practical set of measurements which we can use as good reference for our own performance indicators. I also picked up one or two corporate planning ideas which they have adopted with success," he said.

"Singapore is also well into computer-based training using IT as a means to conduct both formal training and self-learning exercises. I think there is scope for us to pursue along similar lines. However, of course, it would not replace formal training and the role of trainers. But it would certainly assist in providing enhanced and standardised training throughout the Force."

Mr Tsang and the delegation - comprising Director of Finance, Administration and Planning Keith Kwok Ka-keung, Assistant Commissioners of Police (Training and Personnel, respectively) Yip Kwok-keung and Tang King-shing, Service Quality Wing Senior Superintendent Robin Tse Shu-chun, Senior Police Clinical Psychologist Eddie Li Kam-wah and Superintendent Discipline Bernie So Kam-tong - thanked Singapore Police Commissioner Khoo Boon Hui and staff for their excellent hospitality.
