Force mourns fallen PC

CP Tsang receives a letter of gratitude from PC Leung's father Leung Tak-sang at their Tsuen Wan home

The Force has been left shocked and saddened by the tragic death of a young Police Constable who was shot on duty in Lei Muk Shue on March 14.

Commissioner Tsang Yam-pui joined the entire Force in condemning the attack and offering their sincerest sympathies to the family, friends and colleagues of PC Leung Shing-yan. Tributes have been pouring in from supervisors and colleagues of the 23-year-old, who hailed his enthusiasm and pride in being a police officer.

PC Leung was responding to a noise complaint at Shek Wai Kok Estate when he was shot with his own Force Issue Revolver. The culprit(s) was still at large with the weapon at press time.

Mr Tsang strongly condemned the cruel, cold-blooded attack and pledged the Force would spare no effort in bringing those responsible to justice, adding that a $1 million reward was offered for information leading to an arrest and satisfactory prosecution.

"I would like to express my sincere condolences to PC Leung's family, friends and colleagues, and assure that resources have been deployed to ensure a full and thorough investigation into this terrible tragedy is conducted."

Mr Tsang and Deputy Commissioners Douglas Lau Yuk-kuen and Dick Lee Ming-kwai, Assistant Commissioner (Personnel) Tang King-shing and the chairmen of the four staff associations, visited PC Leung's family at home to express their sorrow and condolences, and offer every possible assistance.

"PC Leung was a courageous and dedicated officer and his death has saddened all Force members," Mr Tsang said, adding that a funeral with full Police honours would be held on March 26, and he would be laid to rest at Gallant Garden.

"I have received a large number of condolence letters from Government officials, departments and from the public. These have been relayed to PC Leung's family and we offer our sincere gratitude."

Mr Tsang fully appreciated the wide discussion and concerns that have been raised by the incident and said Force Management would consider them carefully. He said the incident highlighted the danger and pressure that frontline officers faced. Director of Operations Ng Wai-kit visited Lei Muk Shue's frontline officers to speak to them and gather their thoughts on the case.

Meanwhile, New Territories South Regional Commander Mike Dowie headed the flood of officers paying tribute to the diligent PC's work and character. Mr Dowie said the tragedy was particularly painful for NTS who lost another officer on duty in a traffic accident just months ago.

"Every officer in the Region offers their deepest condolences and seeks to help the family and friends of this courageous officer, through this most difficult time," he said. "This is a stark reminder of the difficulties faced by frontline officers who bear the brunt of public contact and have the widest range of responsibility. We listen to the frontlines and review practices and procedures with the aim to respond compassionately and responsibly to any concerns raised."

Inspector Lam Yam-man, PC Leung's Patrol Sub-unit Commander for about nine months, said: "PC Leung was very diligent, dedicated and always tried his best. He was quiet, down to earth, very friendly and well liked by his colleagues."

Personnel Services Branch has set up a donation drive for the Leung family. District and formation commanders are requested to collect voluntary donations from officers wishing to contribute. The collections can be credited to Hang Seng Bank account number 374-071462-002 in the name of 'NTS Regional Welfare Office - Hong Kong PoliceÕ.
