New IP appraisal forms set

New gauge engaged: SP PM Michael Chiu with the old and new forms

The revised Annual Report Form (ARF) will be extended to the Inspectorate cadre in the coming promotion cycle under Phase II of the Performance Management System (PMS) Study.

With the successful implementation of Phase I of the Study in the last Superintendent/Senior Superintendent promotion exercise, a comprehensive review was held in January. It showed that most people were satisfied with the revised format that improved the transparency of the appraisal process and the objectivity of report writing.

Subject officer, Superintendent (Personnel Management) Michael Chiu Kai-ting said the revised ARF for Inspectorate ranks would be similar to the SP form, but for the section on core competencies that was rank specific.

SP Chiu said: "One of the advantages of the modular design of the PICS ARF is that it enables effective processing of data across the ranks and offers flexibility in the construction of different reports by management."

He said there would be two revised ARFs for the Inspectorate, one for CIPs and one for IP/SIPs, into which the templates of their core competencies would be incorporated.

Mr Chiu expected few problems in rolling out the new forms as IPs had been using PICS to complete their streaming choices for several years, and SPs used the revised ARF last year.

Meanwhile, work was continuing on the Junior Police Officers under the PMS Study.

Mr Chiu said more issues needed to be considered for JPOs. These included the bilingual aspect and the availability of PICS terminals, the drastic increase in the number of people involved and the fact that the JPO ARF (Pol 638A) was quite different to that for the officer cadre. A working team under the Working Group on Competencies, chaired by the Chief Superintendent (Personnel Management), was set up to examine these issues.

It was anticipated that Phase III of the PMS Study could be rolled out in phases after the successful implementation of the Inspectorate phase.

Staff associations would be kept informed on PMS Study developments.

A detailed set of Administrative Instructions will be issued prior to commencement of the forthcoming report cycle for the Inspectorate.
