The SAR Government has announced the promotion of Senior Assistant Commissioner Mr Fung Siu-yuen, to Deputy Commissioner with effect from October 20 upon the retirement on that same date of Deputy Commissioner (Operations), Mr Lau Yuk-kuen.

Commenting on the promotion of Mr Fung and his appointment as Deputy Commissioner (Management), Commissioner, Mr Tsang Yam-pui, expressed full confidence in Mr Fung in his new appointment. "With a proven record of high professional ability and a wide range of policing experience gained in over 30 years of service in the Force, Mr Fung fully deserves his well earned promotion and is eminently suitable to fill the position."

Speaking on the retirement of Mr Lau Yuk-kuen, the Commissioner praised the contributions Mr Lau has made towards policing of Hong Kong. "In over 37 years of service in the Force, Mr Lau has served in a number of key posts with outstanding achievements and has successfully taken charge of numerous major and important operations, contributing much to the maintenance of law and order in Hong Kong."

The post of Deputy Commissioner (Operations) vacated by Mr Lau on his retirement will be filled by Mr Lee Ming-kwai, currently in the post of the Deputy Commissioner (Management).

Two consequential promotions to take effect from the same date were also announced. Assistant Commissioner, Mr Yam Tat-wing, will be promoted to Senior Assistant Commissioner of Police and Chief Superintendent, Mr Lo Yik-kee, to Assistant Commissioner, assuming the posts of Director of Management Services and Assistant Commissioner (Crime) respectively.

Meanwhile, the Chief Executive has approved the appointment of Mr Lawrence Lam Yin-ming as the Deputy Commandant of the Hong Kong Auxiliary Police Force, which took effect on October 1.

Mr Lam, aged 52, is a senior partner in a solicitor's firm and was previously the Chief Superintendent (Auxiliary), Hong Kong Island.

He joined the Auxiliary Police as a constable in September 1986, and was promoted to the Superintendent (Auxiliary) in 1993 and to the rank of Chief Superintendent (Auxiliary) in February 2001..

Mr Fung Siu-yuen will assume the post of DCP(MAN)
