Closer collaboration planned for Pearl River Delta

Heads of crime investigation units from Hong Kong, Guangdong and Macau held their fifth tripartite meeting in Hong Kong, in late September, with a view to combating cross-boundary crime and improving the law and order situations in all three places.

Led by the Assistant Commissioner (Crime), Mr Yam Tat-wing, representatives from the Force met their Guangdong and Macau counterparts at the Police Officers' Club in Causeway Bay.

The Guangdong delegation was led by the Guangdong Public Security Bureau Deputy Director, Mr Zheng Shao-dong, and the Macau delegation was led by the Commissioner General's Assistant, Mr Cheang Seng-chio.

Speaking to the media after the meeting, Mr Yam said: "The law enforcers of the three places discussed various topics relating to cross-boundary crime including triad activities, illegal soccer bookmaking, commercial and computer crime."

"The three parties agreed to enhance co-operation and exchange intelligence to combat these cross-boundary crimes," he continued. "In the past, a series of joint operations, such as Firelily, Fire Phoenix, and Foxfire were all very successful. Over 200 suspects had been arrested and about $80 million of crime related assets had been 'frozen' by the Police during these operations.

The set up of a 24-hour notification system

More importantly, a 24-hour notification system will be set up in the near future to facilitate the immediate exchange of information and intelligence between the three parties in order to tackle cross-boundary crime jointly and efficiently.

"The meeting also discussed the cooperative exchange of investigative technology and techniques in order to enhance mutual capabilities in the fight against cross-boundary crime," he concluded.

The meeting is a bi-annual event, which provides the opportunity for the heads of crime investigation units to exchange views on strategies to be employed against cross boundary crime and discuss ways to further enhance the existing liaison mechanism. Similar meetings will be held regularly in rotation in Hong Kong, Guangdong and Macau.
