In early October, 15 newly promoted officers ranging from senior superintendent to assistant commissioner attended a one-day seminar at the Police Officers Club hosted by the Deputy Commissioner (Management) Mr Lee Ming-kwai. The seminar is part of a Management Development Programme (MDP) organised by the Training Wing' s Higher Training Division, one of the key projects under the Three Year Strategic Action Plan. The seminar started off with a very insightful session by Mr Lee on strategies in meeting the challenges ahead in the management of the Force. Other speakers included Director of Operations, Mr Tang King-sing; Financial Controller, Mrs Kitty Cheng; Acting Police Civil Secretary, Mr Eric Choi, and Acting Assistant Commissioner (Crime), Mr Victor Lo.

The day was rounded off with a very informative discussion with Commissioner, Mr Tsang Yam-pui, on various policing matters. The seminar was very well received with participants giving overall ratings ranging from very good to excellent. Another similar seminar will be organised for the second batch of officers latter in the year.

Earlier, in May and July, Training Wing held two other seminars: one on 'A history of DNA' and the other on 'Comparative Police Studies between China and the West' . A third quarterly seminar will be held in November on ' E-learning' . Another component of MDP being planned is the provision of modular training based on training needs. This will provide opportunities for continuous learning beyond the existing Senior Command Course in the form of workshops.

Apart from this local development framework, Training Wing is also sourcing suitable overseas development and command courses for directorate officers. Life long learning is not just a concept but a reality in a learning organisation such as the Hong Kong Police.
