Kowloon City District Commander, Mr Blaine S Hoggard, arrived in Oi Man Estate Square in late September to the sound of the District Junior Police Call Silver Band. He was there, with the District Road Safety Committee Chairman, Mr Wong Kwok-keung, to officiate at the opening of the 2002-2003 District Road Safety Campaign Opening Ceremony. After the ribbon-cutting ceremony Mr Hoggard and Mr Wong, together with other dignitaries boarded a colourfully decorated double-decker on a tour of the area to distribute leaflets and promote the 'Smart Drivers, Safe Pedestrians' message. They attracted a great deal of attention, especially from parents with young children and the elderly. Tai Po District Road Safety Campaign Committee and New Territories North (NTN) Road Safety Office earlier jointly organised a road safety event to spread as widely as possible the 'Safe Cycling' message. NTN (Traffic) Senior Superintendent, Mr Chiu Kam-fai, speaking at the opening ceremony, noted that accidents involving cyclists in the district had been increasing. To help reverse the trend, a patrol unit had been set up to specifically promote safe cycling.
