During his welcoming speech, he thanked the MTRC for giving Mass Transit Railway District its Golden Apple award for efficiency in July. He thanked them, too, for their staunch support of Force efforts to maintain law and order and for their co-operation and contribution to the successful and problem-free opening of the Tseung Kwan O Line. He also referred to efficient joint efforts on crowd control at Yau Tong Station when large numbers of grave sweepers arrived for the Chung Yeung festival.

To KE Road Safety patrol commanders and District Council Road & Transport Committees chairmen, he observed that it was only through the continued contribution of their collective wisdom that effective road safety measures can be devised and implemented. "I look forward to continuing our close liaison and working hand in hand to promote road safety in the Kowloon East Region," he concluded.
