The Hong Kong Police Force remains the best in Asia, and I am very proud to be a member of the Force. To maintain this earned prestige we rely on not only modernised facilities and hi-tech equipment, but also on enhanced efficiency and the acquisition of public recognition and support.

Hong Kong is experiencing an economic downturn, when citizens feel aggrieved about such problems as political changes in government and unfavourable conditions in the workplace. The public tendency to vent their grievances may well lead to unnecessary complaints against Police.

To establish a personal rapport with members of the community based upon mutual understanding and respect, we must strive to fully understand the feelings and needs of all the people we meet. If we all do that, it will certainly minimise complaints against us!
