The proliferation of information technology, the Internet, email and the increasing use of electronic commerce has created a boundless virtual environment but, at the same time, provided unprecedented temptations for criminals. In the fight against technology crime, information sharing and exchange, and the partnership with the private sector have been recognised as one of the key factors in success. In order to enhance the interaction and co-operation between the private sector and law enforcement, Crime & Security Director, Mr Chau Foo-cheong, Assistant Commissioner (Crime), Mr Lo Yik-kee, and officers of Commercial Crime Bureau (CCB), together with representatives from Customs & Excise Department, Immigration Department and the Independent Commission Against Corruption, organised the first Technology Crime Forum on December 13. Officiating at the opening ceremony, Mr Chau said that effective counter-measures on technology crime depend upon effective co-operation between private sectors and law enforcement agencies. About 90 experts from the fields of the Information Technology Industry, Banking & Finance, Commerce, Education and Communications participated in the forum and were divided into discussion panels to canvass opinion on ways to reduce or eliminate technology crime. By sharing the benefit of experiences among the participants, conferees searched for viable solutions to problems encountered in technology crime investigation and computer forensics and established a common view on technology crime security and crime incident response. "This is the first information sharing forum on enforcement against technology crime. Experts from major private sectors and government departments came together to conduct a one-stop discussion in the recent technology crime trends and at the same time set up standard and procedures for our future co-operation." said CCB Technology Crime Division Superintendent, Mr Ng Kam-wing. "The Forum has provided a chance for private sectors and governmental departments to meet together. On one hand we can understand each other and on the other hand we can know our role and responsibility in the fight against technology crime," said The Hong Kong & Shanghai Banking Corporation Limited IT Security Manager, Mrs Clara Ho. The forum achieved remarkable success and there was a vigorous exchange of information and ideas amongst the participants. Besides, conferees were highly appreciative of its undoubted contribution to law enforcement. "This forum is very useful and informative, and I hope that it can be continued next year", concluded IBM Global Services Asia, Regional IT Security Manager, Mr Andy Ho.
