Legco members briefed on Superintendent's Discretion Scheme |

Central Division Commander, Superintendent Mr Francis Cheung Chun-por, and several other officers, recently met with Legislative Councillors, Ms Cyd Ho Sau-lan and Mr Jasper Tsang Yok-sing, to explain the operation of the Police Superintendent's Discretionary Scheme (PSDS).
The two legislators are the Bills Committee members of the Juvenile Offenders (Amendment) Bill, which was introduced by the Administration in November 2001 in pursuance to an earlier recommendation of the Law Reform Commission to raise the minimum age of criminal responsibility from seven to 10.
In the scrutiny of the Bill, members of the Bills Committee focus on, among other areas, how the juvenile offenders are dealt with and are interested in having a better understanding of the PSDS.
After explained the operation of the PSDS, the two legislators had an indepth discussion on the after-care referral system to the Social Welfare Department, Education Department, non-governmental organisations, and the follow-up visits conducted by the Police Juvenile Protection Sections. The briefing and the subsequent discussion were well received by the legislators who were appreciative of the Police effort.
Senior Superintendent (Crime Support), Mr Armond Chan Yiu-kwok and several Security Bureau officers were also in attendance.
