(An article by Woman Sergeant Shum Wai-man)

I have been with the Complaints Prevention Committee (CPC) for about 18 months and have come to know its terms of reference, the duties of Committee members, as well as the views of Complaints Against Police Office (CAPO) representatives. This has given me a new perspective on the distrust, and even enmity, which some frontline colleagues feel towards CAPO personnel.

In the quarterly CPC meetings, frontline representatives from various Regions fully express themselves on what they feel are the reasons for being complained against, resolutions, complainees' views, etc. Complaint-related incidents involving frontline tasks are quoted, and requests are sometimes made to commend frontline personnel, through CPC periodicals, for professionalism displayed whilst on duty. At the same time, CAPO representatives have given many examples that will help colleagues understand how complaints can be avoided.

During the past 18 months, I learned a great deal about the proper ways to express an opinion, particularly from 'Collective Thinking Workshops'. At first I was learning as a Woman Police Constable and I benefited a lot - I was able to apply tactfulness in my promotion examination.

I do hope we shall all do our very best to become role models and show truly professional abilities in our everyday duties. We do welcome colleagues' views, individual experiences or actually joining the CPC, where there is always a need for collective thinking on the prevention of complaints.

Please continue to send your views to your Regional representatives, or write to our CPC Secretary at (e-mail) cip-adm-c-iib, or fax your message to our C&IIB HQ at 2527- 7934.
