Imminent health and safety check for display screen users

There are an estimated 11,000 users of display screen equipment (DSE) throughout the Force and a recent regulation, under the Occupational Safety & Health Ordinance, demands that, by April this year, a risk assessment be completed in respect of each one; creating a major challenge for the Force.

The assessment is based on the 'working environment' or workstation at which the DSE is installed and used. DSE includes conventional computer display screens plus radar screens at the boundary line, Marine Bases or on Marine launches.

Support Wing, the Force occupational safety and health policy holder, began research in June last year to comply with the new law and, with the help of Training Wing and Information Systems Wing, a training course was developed for 200 'risk assessors' that included a POINT based risk assessment form.

Risk assessors were taken from the Formation safety officer posts and began training in December 2002. Training Wing used the Occupational Health & Safety Council to conduct the seminars.

The staffing officer for the project, Senior Inspector Paul Haley, said that the officers attending were provided with the basic tools and knew how to conduct DSE risk assessments and were confident that they could complete the assessments to the standards that the Force required.
