Praise for officers on the Tseung Kwan O Landfill bodies case

The Commissioner, Mr Tsang Yam-pui, paid a visit to the Kai Tak Operational Base on January 8 to compliment Kowloon East Regional Crime Unit Team One officers. The officers had been responsible for investigating the circumstances under which human body parts had been dumped at the Tseung Kwan O Landfill site.

During an interview with the team headed by Detective Senior Inspectors, Mr Man Chi-ming and Mr Lee Ming-kai, the Commissioner expressed his satisfaction at the high level of professional investigative techniques displayed by officers working in most unsavoury conditions at the site.

Offbeat observed that the investigation was unique - there had never been a similar case in the history of the Force. Despite this, the team was able to make an accurate assessment of the situation. In particular, it immediately identified and contacted other organisations that might have had responsibilities in this matter or were likely to be able to provide assistance. They had quickly secured sufficient evidence to confirm the source of the recovered body parts.

"A press briefing held on January 4 was properly handled by the KE Crime (Operations) Superintendent," noted the Commissioner. "That was important because it removed any possible and unnecessary fears on the part of members of the public and caused no embarrassment to other departments or institutions."

The Commissioner also said that thanks were due for the assistance provided by Environmental Protection Department, Green Valley Landfill Management Limited and Government pathologists in the enquiry.
