"Last three questions," said Hong Kong Police Information Technology Society (HKPITS) Chairman, Mr Peter Halliday. He was facing an audience eager to raise their questions and voice their opinions in the knowledge-sharing seminar with Commerce, Industry & Technology Bureau Permanent Secretary, Mr Francis Ho Suen-wai.

Mr Ho was answering questions after presenting a paper on 'IT Development in the HKSAR in the Coming Five Years'. The audience comprised officers of various ranks, many of whom were members of HKPITS.

Mr Ho had outlined the three stages of economic development: (1) Resources driven economy; (2) Investment driven economy (like Hong Kong in the 1970s and 1980s); and, (3) Innovation driven economy (towards which Hong Kong is moving). He then illustrated the eight elements of an innovative society: (1) Education; (2) Freedom of thoughts, communication, etc; (3) Research and development capability; (4) International networking; (5) Entrepreneurship; (6) Competition; (7) Knowledge based economy, and (8) Information technology.

Mr Ho's speech was so thought provoking that Mr Halliday had to limit questions and contributions from the floor.
