Commissioner's letter to the Force

Dear Colleagues,

Undoubtedly 2002 was a particularly testing year for the Force. Officers worked tirelessly to address predetermined operational targets as well as a host of other crime related issues which arose throughout the year. We maintained our commitment to the international effort against terrorism, whilst engaging successfully in the interdiction of cross-boundary and transnational crime.

In public order policing we faced increased scrutiny in all that we were called upon to do, however we consistently maintained the professional, even-handed approach expected of us. On our roadways improving safety was a successfully achieved target notwithstanding an ever increasing volume of traffic. In public protest venues we maintained our strict impartiality whilst key issues affecting all of us in society were being openly debated in the public arena.

Our general policing of the community required a more sensitive approach than ever before as negative sentiment pervaded society with economic and related concerns weighing heavily on people's minds. Against this background we faced the additional pressure of managing our own organisational, as well as individual concerns over salary adjustments and budgetary cuts.

All these factors placed a heavy burden on the Force, but once again I find myself reflecting with great pride on how the Force has, in its usual indomitable style, taken these major responsibilities in its stride and managed them successfully.

To all in the Force therefore I wish to express my sincere thanks for the tremendous achievements that have been made on many fronts during 2002. I would also like to place on record my admiration for the determination and commitment you have shown in the face of these considerable pressures.

After working so well through such a difficult year it would be only fitting to see the Force turn the corner on the difficulties which have confronted us. This may well prove not to be the case however as 2003 could, in all likelihood, represent as challenging a year as the last. As a police force we may well experience pressures brought about by change, as well as a host of fresh issues to compound the responsibilities we have already taken up. Whilst as your Commissioner I will be doing my best to lessen the impact of these challenges, they are a reality which we must face positively and with confidence. This I believe we will do, meeting each challenge, as it arises head on. That we will succeed as an organisation in this regard is not, in my view, in doubt.

I would again congratulate you all for your efforts and achievements over the past 12 months. There is a good deal for which you should be justifiably proud. I ask now that you join me in looking forward to the challenges 2003 will bring with confidence and resolve.
