Commissioner praises junior police officers

Despite major challenges, junior police officers last year continued providing quality services to the community with devotion to duties and in an aggressive and professional manner, said Commissioner Mr Tsang Yam-pui.

And he urged the officers to actively take part in promotion of the projects of the revised "Three-year Strategic Action Plan" so as to further strengthen services to the public.

Addressing the 26th anniversary celebration of the Junior Police Officers' Association (JPOA) on October 27, the Commissioner pointed out that the surveys conducted last year by independent organisations, including the Hong Kong Federation of Youth Groups and Gallup International, indicated that the community had accorded the Force with a high degree of trust and rating.

"The survey findings have given us much encouragement and a sense of pride," he noted.

The significant drop in complaints against the Police this year reflected that members of the Force, especially frontline officers, exercised great restraint whilst carrying out their duties, and that most of the public respected and supported the Force, he added.

Speaking on management and staff relations, Mr Tsang said a very solid "partnership"had been established over the years with mutual efforts, trust, understanding and frankness.

"When I attended the 81st meeting of the Police Force Council as Chairman for the last time two weeks ago, I said: 'Since I took over as Commissioner, the duration of the Council's meetings is getting shorter and shorter, and the number of discussion items is also getting fewer and fewer, enabling both sides to reach consensus promptly without wasting time, and solve many problems. Of course, quick solutions could not be found for some problems, but following discussions, both sides understood each other's position and the issues at stake, and reached a consensus. This is something that we treasure very much!'" he added.

In conclusion, Mr Tsang praised the JPOA for promoting the well being of its members, and for having made the greatest efforts in discussing staff salaries and conditions of service with the policy branch.

In his speech, the Chairman of the JPOA, Mr Lau Kam-wah, said that with the enlightened and open-minded approach by the Force management, many issues or suggestions had been accepted and reasonably resolved. "In this respect, the Association is very grateful to the staff section for providing assistance to Association members and helping them to solve their problems!" he added.

Mr Lau pointed out that the Staff Relations Group had developed a "partnership culture" with the association, and had organised various activities for members and their families, such as overseas education exhibitions, anti-drugs carnivals for members' children and talks on financial management. Both sides would plan to organise workshops in the coming year to enhance association members' sense of belonging to the Force, he said.
