Two officials from the Guangdong Public Security Bureau spent two weeks with the Force last month, studying the various aspects of police work under a "Studies, Co-operation and Exchanges" Programme between the Force and Guangdong. The visit by Mr Han Guohai and Mr Lin Minzu, both engaged in staff training work, began on October 11 with a briefing at PHQ on the structure of the Force and the hierarchy of Region, District and Division. Thereafter, they called at Central District, Central Division and Waterfront Division, receiving more briefings given by senior officers on policing strategies, management, administration, crime investigations and operations, crime units structures of District and Division, and internal communication. They also observed the daily work of various units and report rooms. The officials had also studied traffic enforcement work, public relations strategies carried out by Police Community Relations Officers, and the work of Training and Staff Relations Officers. In an interview with OffBeat, Mr Han said he and his colleague had greatly benefited from the exchange programme. "On returning to the Mainland, we will compile a full report on the programme," he added. Speaking of his observations, Mr Han said he and Mr Lin were impressed with officers' dedication to duties, and the well-defined division of duties and work in District or Division. Mr Han also spoke highly of the enthusiastic receptions given by various commanders at Headquarters, District and Divisions.
