IPCC members observe Halloween Night policing

Six Independent Police Complaints Council (IPCC) members observed how Central District carried out crowd control operations in Lan Kwai Fong on the Halloween Night on October 31.

During a visit to the Command Post set up in Lan Kwai Fong, the members - Dr Eric Li Ka-cheung (Vice-Chairman), Mr Chan Bing-woon, Mr Edgar Kwan Chi-ping, Professor Benjamin Tsou Ka-yin, Dr Michael Tsui Fuk-sun and Mr Frederick Tong Kin-sang - attended a briefing given by Divisional Commander Chau Ping-sun on preparation work and operational plans. They also enquired about the difficulties in managing the flow of crowds in Lan Kwai Fong.

The members were later taken on a guided tour to get a feel of the pressure of field duties.

The visit was organised by Complaints & Internal Investigations Branch (C&IIB) as part of a programme to further enhance IPCC members' understanding of frontline policing. Accompanying the visitors were Assistant Commissioner (Service Quality) Wong Doon-yee, District Commander Chau Kwok-leung and C&IIB Chief Superintendent Debbie Chang.
