Eight officers from Brunei were very impressed with the efforts of the Narcotics Bureau (NB) in combating dangerous drugs, after attending a Drug Investigation Course run by NB last month. NB tailor-made the four-day course at the request of the Narcotics Control Bureau (NCB), Brunei Darussalam.

The Acting Director of NCB Brunei Darussalam, Mr Haji Abdul Majid bin Mangarshah, visited NB on the first day of the course on April 18, and thanked NB Chief Superintendent, Mr Kenny Ip, for offering training to his officers.

"We are very impressed with what your Narcotics Bureau has been doing in combating narcotic problems. Our visit would further strengthen co-operation between Brunei and Hong Kong in anti-drugs work," he noted.

Echoing Mr Abdul's views on co-operation, Mr Ip said that despite different procedures in different jurisdictions, Hong Kong and Brunei could work together and achieve "our common goal - the rule of law".

At the opening of the course, NB Senior Superintendent John Ribeiro stated that this was the first time NB ran a drug investigation course for officers from Brunei. The course had been designed to enhance the capabilities of law enforcement officials in charge of drug enforcement units.

"As a matter of fact, the course will provide us with a good opportunity to share experience with them, and to forge a network with overseas law enforcement agencies to combat international drug trafficking," he said.

On conclusion of the course, one of the course participants, Mr Shamsul, said the course was very good and helpful for upgrading skills in combating drugs. "We are very impressed with the Hong Kong Police Force's willingness to share knowledge and expertise with us, and co-operate actively with officers from countries all over the world," he added.

Contents of the course mainly consisted of anti-drugs strategies, management of information, investigation techniques, financial investigation, operations and planning, and preservation of evidence for prosecution.

The course participants also visited the Hong Kong Jockey Club Drug InfoCentre, the Government Laboratory and the law courts.
