As part of its Human Resources Strategy, the Force has networked with the Singapore Police Force (SPF) and Metropolitan Police Services (MPS) for a Staff Exchange Training Attachment. Between February and April 2005, Superintendent Dominique Ziemann, Woman Superintendent Jocelyn Cheung and Chief Inspector Paul Cheng were attached to SPF and MPS under the attachment programme. "This lays another milestone for the partnership approach adopted by the three forces in staff development," said Assistant Commissioner (Personnel) Chan Wai-ki. "Officers on exchange may bring about cross-fertilisation of ideas and experiences and help foster a better working relationship over a cross-section of policing areas of mutual concern. For individual officers, the programme will definitely enrich and broaden their international exposure, whereas our Force will strengthen the connection with the two partners," Mr Chan added. "The attachment with the Singapore Police Force enabled me to explore their approach to community policing, its rationale, process and implementation. Many of their good practices are already in place within our Force. What was reinforced throughout the attachment was the importance the management attached to everyone within the organisation. This made us feel team spirit is very important," commented Dominique and Paul, both of whom held the programme in high regard. Similarly, Jocelyn observed that MPS officers generally take pride of their specialties. She added: "Most of the officers in the headquarters whom I met are specialists in their own fields. I am impressed by the fact that even a constable is capable of single-handedly drafting an 'Acceptable Behaviour Contract'. Widely adopted by the MPS, the contract is entered into by both the police and offender to prevent relapse into minor offences and anti-social behaviours. This indicates that officers are assigned with tasks in accordance with their talents and skills instead of their ranks." To further enhance management development for officers, Training Wing has made similar attachment arrangements with the Guangdong Provincial Public Security Bureau Department and Shanghai Municipal Public Security Bureau. Besides providing ample opportunities for development of human resources, the Force also encourages individual officers to better equip themselves to realise their potentials. To this end, the Human Resources Research Division of Personnel Wing is developing a Self-managed Development Guide for officers.
