Seminar on "Pyramid Selling Related Fraud" |

In a bid to further strengthen the co-operation and experience sharing between Mainland and Hong Kong in investigating cross-boundary economic fraudulent crimes, the Force has teamed up with the Economic Crime Investigating Department (ECID) of the Ministry of Public Security in organising the "2005 Seminar on Pyramid Selling Related Fraud". The seminar was held at the Police Headquarters on June 14, lasting for four days. Speaking at the opening ceremony of the seminar, Commissioner Lee Ming-kwai said that pyramid selling related fraud and other similar frauds, such as advance fee fraud and cash planting, involved a substantial amount of money and a great number of victims. In fighting against those economic crimes, investigators are required to make relentless efforts in investigation and prosecution. Mr Lee pointed out that there were difference between Hong Kong and the Mainland in the legal and administrative procedures in criminal investigation and tracking of illicit money acquired. To combat and prevnt these crimes effectively, investigators from both sides are required to comprehend each other's regime and practices of handling those cases. Attending the seminar included Mainland delegates headed by the Assistant Minister of Public Security, Mr Zheng Shaodong. They are representatives from the ECID, Ministry of Public Security and 10 other provincial ECID offices in the Mainland. Macao delegates were representatives from the Fraud Investigation Section of Macao Judiciary Police, while those from the Force were officers from the Commercial Crime Bureau and crime officers from various police regions. In addition to topics on relevant laws and case studies about pyramid selling related frauds, the seminar also covered other economic-related crimes, such as employment fraud and crimes on the Internet. Other topics included the organisation structures, charters, investigation procedures and existing liaison channels of respective enforcement agencies on the Mainland, Hong Kong and Macao.
