'Handcuff Transport Belts'

1. An officer of the rank of Sergeant or above can authorise the use of handcuff transport belt.

2. Legal advice has confirmed that both the authorisation and actual use of the handcuff transport belt amount to an exercise of power.

3. Officers shall record in their police notebooks the justifications and other relevant details of the authorisation and actual use of handcuff transport belt.

4. Handcuff transport belt can be used whenever a high degree of security is required to restrain prisoners under escort, whether male or female.

5. There are a total of four types of prisoners who may require a high degree of security: a "Special Watch" prisoner as stipulated in PGO 49-06; a prisoner, who is violent or likely to become violent; a prisoner who is likely to escape, and a prisoner escorted between a court cell and a courtroom where a secure area for movement does not exist.
